Master Planning for Sustainable Development

“Veni, Vidi, Vici”—“I came, I saw, I conquered.” This quote from Caesar is a classic in Latin classes and military rhetoric. It teaches us that future victors must first step onto the field and take stock of the situation. Strategic planners know this. Forming one’s own impression on-site in order to ultimately triumph: This aligns with landscape architect Christophe Girot’s “Four Trace Concepts.” These must be worked through to grasp the essence of a site to be developed. io’s nine-step strategy is based on this recognized methodology. It forms the foundation of its integrated master planning concept, which aims to successfully implement every facet of its clients’ visions.

Feasibility Studies 

Master planning refers to technical and policy-oriented studies designed to anticipate future developments of existing sites—whether brownfields or greenfield locations. The results of these studies serve as the foundation for further measures that lead to business success, both in the long term and, in some cases, the short term. It is no coincidence that master planning has always been an important tool for structuring human construction activities. Like urban planning, it creates order and provides direction—with the overarching goal of establishing suitable conditions for continuous change and sustainable growth.

Solid master planning is indispensable, particularly for the feasibility studies and planning phases that mark the beginning of major construction projects. Future developments must be taken into account as a matter of urgency. They cannot be stopped, which is why they must be promoted in an intelligent manner. For example, it stands to reason that, in the foreseeable future, regenerative building design will no longer be merely the desire of a privileged few, but will become an economic necessity. 

Everything from the careful selection of suitable materials to the hiring of local contractors and the use of simplified designs plays a significant role in this process. The actual solution, however, must begin earlier: in the initial stages of a project, when master planning can optimize the use of existing infrastructure, shorten and simplify routes, and reduce the need for new construction.

Carbon Footprint

“We’re placing the topic of master planning in a current global context, in part to reduce the carbon footprint—during the development, operation, and ultimately the recycling of the facilities we design,” explains Jeremy Hotchkiss, Partner and Architecture Design Lead. “Ideally, the most sustainable approach—at least from an environmental standpoint—would be to optimize, reuse, and repurpose the majority of existing buildings. In other words: Don’t build anything new.” However, this is generally not a viable solution. Even though economic and social sustainability continue to require expansions and new construction—due to renovation costs, capacity increases, and the quality of the work environment.

The Nine-Step Strategy of Master Planning // plus:

1. Landing ×

During the data collection phase, we form an initial impression. We visit the site and rely on instinct and intuition to get a feel for it. The individual pieces of the puzzle are assembled into a functional whole, and all available data is collected.

2. Grounding ×

During the site analysis phase, we gain a better understanding of the site, including all its opportunities and limitations.

3. Discovery ×

During the phase of analyzing existing buildings, the unique characteristics and the very essence of the site or the buildings are sought out and discovered. The limitations and opportunities inherent in the site and the buildings are identified, even if these are revealed not through careful analysis but rather through a first impression.

4. Founding ×

During the site response/site strategy phase, optimal strategic proposals related to land use and function are developed. In addition, alternative timelines are drawn up—ranging from conservative to innovative.

5. Optimization ×

During the master plan alternatives phase, in-house process, logistics, and IT planning teams develop comprehensive, optimal, and appropriate alternatives.

6. Invoice ×

During this phase, a cost and risk analysis is prepared at an early stage to ensure an effective design-to-budget strategy and a favorable cost-performance ratio for the construction project.

7. Decision ×

During the decision-making phase, appropriate decision-making criteria are developed in collaboration with the client to serve as the basis for selecting the preferred master plan alternative.

8. Planning ×

Block planning focuses on aspects such as material and labor flows, building codes, fire safety, structural requirements, and building systems as the basis for cost estimation, scheduling, and phase planning.

9. Takeoff ×

The results of the strategic planning process form the basis for high-level decision-making, which allows the next phase of the project to begin. All the pieces of the puzzle are gathered and assembled into a whole. They are analyzed, evaluated against alternatives, categorized into phases, and costed, so that an overall plan can ultimately be agreed upon.
