Key points at a glance:

  • Problem: Industrial construction and site development projects rarely fail to meet their goals due to a single issue, but rather because of inadequately managed interfaces, dependencies, and decision-making processes between planning, contracting, execution, costs, and schedules.

  • Solution: io takes on project control as an independent client function and structures governance, reporting, scheduling and cost planning, as well as claims and risk management in accordance with AHO (Committee of Associations and Chambers of Engineers and Architects for the Fee Structure) standards.

  • Result: Decisions are addressed early on and presented along with their implications for costs, schedules, and quality. Change orders are comprehensively evaluated, critical deviations are identified in good time, and measures for proactive corrective action are prepared.

  • Benefit: You retain decision-making authority, while we ensure the operational management work at the interfaces between construction, engineering, operations, and other stakeholders.

What is project control in the construction industry?

Project control is independent management support for the client. It creates structure, transparency, and a sound decision-making basis, while integrating the key aspects of organization, quality, costs, schedules, and contracts. This is crucial for industrial construction site projects, as planning, implementation, and operations must meet internal stakeholder requirements. AHO divides project control into five areas of action: organization, information and coordination; quality and quantity; costs and financing; schedules, capacities, and logistics; and contracts and insurance. This is the systematic approach that ensures interfaces, dependencies, and risks are not viewed in isolation but are translated into a comprehensive management framework.

How does project control differ from project management?

Project management provides operational guidance and manages day-to-day business. Project control deliberately maintains a neutral role of support and oversight. It consolidates information, evaluates deviations, and prepares decisions in such a way that the client can act proactively rather than reactively.

How is project control implemented at io?
  • It is AHO-oriented while also being adapted to real-world industrial projects: from new construction to brownfield projects involving renovations and expansions of existing facilities, all the way through to commissioning.

  • The focus is firmly on the client’s perspective: decision-making processes, reporting, schedules, and costs are consolidated from a single source.

  • We draw on our particular expertise in coordinating interfaces between construction, engineering, production, logistics, and other stakeholders in the local environment.

  • We focus on early-warning mechanisms instead of retrospective reporting: variances are translated into actions and management decisions.

Project control for the PUMA project encompassed an approximately 63,000 m², two-story intralogistics facility, and many project participants. This project was completed within 36 months.

How io organizes project control across the project phases

Effective project control is not a static reporting package. It shifts its focus dynamically depending on the project phase and always provides exactly the information needed for upcoming decisions.

Preparation and project setup

Phase 1
  • Focus: The project’s objectives, roles, processes, committees, and reporting lines are defined in the early phases.

  • Your result: You don’t start with a rush of activity, but with an effective management framework for the entire project.

Planning, procurement, and decision confidence

Phase 2
  • Focus: This is when the critical course is set – schedule model, costs, contract packages, interfaces with specialist planners, and the subsequent susceptibility to claims.

  • Your result: The client receives a reliable basis for decision-making instead of isolated expert opinions from individual disciplines.

Execution, acceptance, and stabilization

Phase 3
  • Focus: Scheduling, quality, and contractual risks intensify during execution. Project control translates variances into management decisions and corrective actions.

  • Your result: The project team remains capable of taking action, even as time pressure, change orders, or interface issues increase.

What io specifically handles in project management

We do not offer an abstract service promise, but specific management building blocks for the client and their management.

Management task 1: Governance setup and steering committees ×

We define with our clients who decides what and when, what information is prepared for decision-making, and how escalations are routed to management without friction.

Management task 2: Cost forecasting and change order review ×

Cost management at io goes beyond target-versus-actual comparisons to include forecasts, change order evaluations, control measures, and the assessment of economic impacts.

Management task 3: Schedule model with critical path ×

We review schedules for their relevance to decision-making, identify critical paths, and translate delays into specific countermeasures rather than merely updating statuses.

Management task 4: Procurement and contract management ×

We set the course for procurement packages, contractual clarity, and change management processes so that ambiguities are identified early and do not lead to costly inefficiencies during execution.

Management task 5: Risk and quality monitoring ×

Risks are not documented in isolation but are assessed for their impact on schedule, cost, and quality and integrated into management control.

Management task 6: Reporting for the client and stakeholders ×

We distill complex project situations into precise status reports, decision-making documents, and escalation recommendations for the client, project committees, and internal stakeholders.

FAQ

What is the difference between project management and project control? ×

Project management handles the operational aspects of the project and bears leadership responsibility. Project control independently supports and monitors the client’s interests. They establish the foundation for transparency around organization, quality, costs, schedules, and contracts, enabling decisions to be made earlier and with greater certainty.

Do you follow AHO Book 9 for project control? ×

Yes. We follow the established AHO scope of services and translate the five areas of action into a practical management framework tailored to your specific project, your governance structure, and your internal decision-making processes.

At what stage should project control be integrated? ×

Ideally, as early as the project preparation phase. The procurement model, project structure, and process organization, as well as the timeline and cost structure, are established in the early phases. The later project control is introduced, the more time-consuming it becomes to stabilize the project.

What specific tasks does io handle in project control? ×

We structure the project organization, reporting systems, and decision-making processes; manage costs and schedules; support the procurement process and contract preparation; evaluate contract amendments; consolidate risks; and prepare project status reports so that the client and their governing bodies can make informed decisions.

For which projects is project control particularly beneficial? ×

Project control is especially valuable for complex site-specific projects, industrial buildings, renovations of existing structures, relocations, projects with many stakeholders, or those under increased time and cost pressure. The more interfaces and interdependencies there are, the more important an independent control function becomes.

Can you also step into ongoing projects or initiate a recovery plan? ×

Yes. When schedules are no longer viable, change orders escalate, or responsibilities have become unclear, we step into ongoing projects, help create transparency, and prioritize the most effective stabilization measures.
